Upcoming Service Changes

# Changes to Digital Borrowing Limits

If you use Kanopy or Hoopla through Jacksonville Public Library, you will experience some service changes next month. 

Effective July 1, 2025, maximum items borrowed:

  • Kanopy reduced from 18 to 10 tickets per month*
  • Hoopla reduced from 16 to 8 borrows per month

*Note: Within Kanopy Kids, you can watch as much as you like without using up your monthly tickets.  All titles in the Kanopy Kids section are "unlimited play," and no tickets are required.


Why Is This Happening? 

We don't make this decision lightly. 

For several years, Jacksonville Public Library has been thrilled to offer access to Kanopy and Hoopla as part of our popular Digital Library. With Kanopy, you can instantly stream the world’s best films and award-winning documentaries and with Hoopla, you can access a wide variety of digital audiobooks, music, magazines, movies, TV shows, comics, and e-books. With the rising consumer costs associated with digital content—and especially subscription-based streaming services—it's no wonder that library apps like Kanopy and Hoopla have risen in popularity and use. 

Both Kanopy and Hoopla offer price-per-view or price-per-borrow models, charging the Library for each checkout. For example, the average cost of a Hoopla e-book is $1.50, with video content averaging about $2 per checkout. However, price-per-checkout varies based on the type and popularity of the content. Some audiobooks, e-books, comics, movies and BingePasses can cost up to $3.99 per borrow. For Kanopy, the cost is $1 per ticket or up to $5 for some types of content that use multiple tickets. 

With more and more library cardholders accessing these services each month, the fees add up quickly. 

To manage costs and be responsible stewards of public funds, we need to adjust our spending on these services. Reducing the number of tickets and borrows will help us continue to offer these services in a sustainable way and ensure more people are able to use them in the future. 


 How Will This Affect You?

Your current borrows will not be affected. 

With Hoopla, most users borrow about 5 items monthly — meaning the majority of our customers won't notice a big change. Only about 15% of users borrow more than 8 items a month.

Jacksonville Public Library strives to provide the best digital library experience by offering great content customers can read, listen, and watch with their library card. We remain committed to providing access to a diverse range of digital materials. Looking ahead, the Library is continuing to explore options to manage digital collection costs. 

Please note: At this time, there is no change to LinkedIn Learning, Biblioboard Library, Flipster, Tumblebook Library or Libby by Overdrive.

Hoopla Bonus Borrows

Reminder: Hoopla Bonus Borrows let you check out a curated selection of titles during the last seven days of each month — without using your monthly borrows or adding to the Library's costs. Look for Bonus Borrows in the app or on Hoopla’s main page during the final week of each month. Also, keep in mind that Hoopla BingePasses or SeasonPasses provide access to multiple titles or episodes, typically for seven days, while counting as only one checkout.

Libby by OverDrive: You can have 10 borrowed titles at a time and have 10 holds at a time with no monthly limits. Read and listen online in a browser. Or download to your device. Great for e-Books, e-Audiobooks, and Magazines.

Flipster: The magazines you know and love, available digitally through your Library. Easily browse popular magazines like Time, Southern Living, Bloomberg, Businessweek, Entrepreneur, Science, Forbes, Consumer Reports, and Newsweek.

LinkedIn Learning: Learn at your own pace, on your schedule, with 16,000+ on-demand video courses. Keep up to date with technology or explore hundreds of topics in management, leadership, marketing, design and more.

Biblioboard Library: Enjoy great reads from local authors and access the nationwide collection. Discover a great new author or find your next favorite book. Or submit your own e-book for inclusion in the database and find out more about self-publishing through the Indie Author Project.
