1.5.3 — Tobacco and E-cigarette

A. Purpose 
The Jacksonville Public Library provides a tobacco/e-cigarette free environment that supports a safe and healthy community space. This smoking policy is intended to comply with the requirements of the Florida Statute, FSA § 386, and City of Jacksonville Ordinance, Section 420.204. 

B. Definitions 
This policy covers the smoking and use of any tobacco product such as cigarettes, pipes, cigars, “spit” tobacco and e-cigarettes. 

C. Customer Expectations 
Smoking tobacco, tobacco products, and e-cigarette use shall be permitted at least fifty (50) feet outside the building entrance, operable windows, and ventilation systems of enclosed areas to prevent tobacco smoke or vapors from e-cigarettes from entering those areas. All materials used for smoking, including cigarettes butts and matches, will be extinguished and disposed of in appropriate containers, and all e-cigarettes will be turned off and not operated within any Jacksonville Public Library location. 

D. Actions Not Permitted 
No use of tobacco products, including, but not limited to, cigarettes, e-cigarettes, pipes, cigars and “spit tobacco,” will be allowed within any Jacksonville Public Library location at any time. 

E. Procedures 
The Board of Library Trustees authorizes the Library Director to establish procedures to administer this policy, and to delegate any and all responsibilities herein to other staff through such procedures.
