The Oceanway area is one of the fastest-growing areas of Jacksonville and does not currently have a local branch library. The closest location, Highlands Regional Library, is more than 10 miles away.
The planned New Berlin Branch Library will bring library services closer to area residents and provide spaces for reading, studying, programs, technology use, meetings, and community activities. This page will provide project updates as planning and construction move forward.

Project Goal
The goal is to develop a branch library that supports modern library services and the needs of the Oceanway community by:
- Creating welcoming spaces for reading, studying, and learning
- Improving access to computers, internet, and technology
- Supporting programs for children, teens, and adults
- Providing flexible spaces for community activities and events
- Designing a library that can serve the area for many years to come
What’s Happened So Far
- January 2020: City Council approved the purchase and sale agreement between the City and M & M Dairy, Inc. through Ordinance 2019-0806-E.
- July 2022: The architectural design contract was awarded to PQH Design Group.
- April 2023: Staff and community outreach meetings held
- November 2024: Design drawings (see pictures below) were reviewed with the community during a District 2 North meeting.
