Circulation Policy

Jacksonville Public Library provides library service to residents and property owners of Duval County.  A library account is required to check out materials and remotely use online databases.  

#Proof of Residency

Acceptable proof of residency is required to be eligible for a card, which includes one of the following items imprinted with name and current street address:

  • FL Driver’s license
  • FL State identification
  • Current vehicle registration
  • Senior citizen ID card 
  • Utilities bill or deposit receipt dated within the last 30 days
  • Current rental or lease agreement
  • A combination from the following list of one Name ID and one Address ID:

Library cardholders are responsible for fees charged to their card. The library must be notified immediately if the card is lost or stolen. Library cardholders are responsible for notifying the library immediately of any change of address or other contact information (e.g. email, phone number).

Customers may renew an expired card by presenting the appropriate residency and identification documentation for the type of card they possess.

#The following are the types of Library cards available:

#Adult Resident Card

Any person age eighteen (18) or over, whom resides in Duval County with acceptable proof of residency, may obtain a free resident card. Nothing precludes a resident of a non-traditional residential facility, such as a nursing home, halfway house or residential hotel, from obtaining a free card if he or she is able to meet this requirement.

#Juvenile Resident Card

Any person age seventeen (17) and under may obtain a library card if their parent or legal guardian meets the requirements for a resident card and has ID for the child. A parent or guardian must sign the registration form. As part of the registration process the parent or guardian may opt for a restricted card that limits DVD checkout to children’s titles only.

In addition to the acceptable proof of residency listed above, acceptable ID for the child includes one of the following:

  • Social Security Card for Child (The SS# is not recorded)
  • School ID
  • School Report Card
  • Health Insurance Card

#eCARD

This limited use card is restricted to online resources and is available only to Duval County residents. Registration for an eCard is issued through the Library’s website.  An eCard may be converted to a full services resident library card at any library location with acceptable proof of residency.

#Educator Card

This special card is offered exclusively to educators in Duval County public, charter, and private schools, as well as licensed childcare centers.  It allows holders to supplement their curriculum to assist in ensuring educational success for students.

Eligibility:

  • Complete an Educator Card application
  • Present proof of employment by a Duval County educational facility, such as a letter from the principal, school system administrator, current school employee ID, pay stub or other official documentation.
  • Present proof of home address.

The Educator Card provides the following:

  • Place holds on up to 50 items
  • Place multiple holds on a single book title by contacting any library location
  • The Educator cardholder is responsible for any lost or damaged fees
  • Renewed annually

#Student Card

All Duval County Public Schools (DCPS) students (Kindergarten through 12th Grade) will receive a student card account associated with their student ID through a partnership between JPL and DCPS. No physical card is issued with this type of account. The Student Card provides the following:

  • Checkout limit of 3 books (includes print and audio)
  • Access to all electronic and digital collections through the library's website
  • May have a juvenile resident card in addition to the student card account
  • No application and no parent/guardian signature required
  • No fees are assessed
  • Account is activated for one school year and reactivated at the start of each school year for eligible students

#Nonresident Card

The City of Jacksonville Municipal Code Sec. 662.105 authorizes the Library Board of Trustees to charge a user fee to persons who are not residents or property owners in Duval County.  Any person residing outside of Duval County can purchase a three-month, a six-month or a one-year nonresident card.  Acceptable proof of address is required.  See Appendix A for current fees.

Annual nonresident fees will be canceled for the following:

City of Jacksonville employees: The only acceptable proof will be a valid employee photo ID.   This policy shall apply to all Jacksonville municipal or independent agency employees.  Additional documentation with permanent home address is also required.

College or university student: The only acceptable proof will be current registration documentation at a college or university located in Duval County.  Additional documentation with permanent home address is also required.

Military personnel: Military personnel of any status and their immediate family living anywhere in Florida are eligible.  Military ID will be required.  Military personnel in civilian housing must present proof of residential address.  With Military ID, an APO or FPO mailing address for personnel stationed on board ship or base is acceptable. 

#Gold Card

This card is offered exclusively to retired library staff (20+ years), the Board of Library Trustees, the current Mayor, the current City Council and the current Duval Delegation. Trustees and retired library staff are issued lifetime Gold cards; all others are issued for the term of office. Gold card holders’ accounts must be in good standing to access these services.

The gold card provides the following:

  • Extended loan periods on print and audio materials

#Staff Card

Any current full or part time staff member of the Library may obtain a staff card. Staff cards must be in good standing to access these services.

#Volunteer Card

Active volunteers may obtain a volunteer card. Volunteer cards are issued upon completion of 50 hours of documented library volunteer service, expire annually and receive extended loan periods on print and audio materials. The card must be in good standing to access library services.

#Borrowing Materials

Customers’ accounts must be in good standing to access the library’s physical materials [see table below]. A customer in good standing is defined as one with outstanding fees or overdue materials not exceeding $10.00. Library cards are only issued to individuals. E-books and other e-materials do not count towards the maximum item limit. Customers are expected to present their library cards to check out materials. However, customers may check out material with other acceptable identification.

FSCJ technology devices are exclusively available for FSCJ students registered in the current semester. They are checked out through the last day of the semester.

#Holds

A hold is a customer request for an item to be to be held for check out.

Holds are filled on a first-come, first-serve basis and do not have a set arrival date. Once the requested material arrives at the customer's designated pickup branch and is available for checkout, the customer is notified via phone, email, or text. Holds are kept at the selected pickup library up to seven days from notification. Materials must be checked out with the card used to place the hold. Holds are not transferrable to other library cards. Holds on FSCJ technology devices are only available for pickup at the specific locations listed in the library’s online catalog.

  • Customers may place holds through the library’s online catalog using their valid library card and a Personal Identification Number (PIN). Exceptions: Holds may not be placed on items such as Express titles, reference items, or other specially designated items.
  • To place multiple holds on a single title, contact a library location.
  • Customers may have a total of 50 requests at one time.  

#Renewals

Most materials may be renewed twice. Renewing checked out materials may be done in person, over the telephone, or online.   Items may not be renewed if:

  • Item is an express book;
  • Item is on hold;
  • Item has exceeded renewal limit;
  • Item is overdue;
  • Library card is blocked due to fees; or,
  • Library card privilege is expired.

#Returns

Materials must be returned to any Jacksonville Public Library location, with the exception of the FSCJ technology devices. FSCJ technology devices must be returned to the checkout location.

Replacement charges will be assessed for unreturned, lost or damaged materials. A $5 processing fee is also assessed. See Appendix B for average replacement prices. Customers who fail to return or pay charges for material in excess of $20.00 will be referred to a collection agency. A $10.00 fee will be added to accounts sent to the collection agency.

Any assessed bills may be paid at any library location via cash, check, or credit card. Online payment is available and includes a transaction fee.

#Claims Returned

Customers may request an item or items still checked out to their account be placed in claims returned status (see form). A claims’ returned item is one that the customer reports previously returned. This status change begins an investigative process. At the end of the sixty (60) day investigation, items still in claims returned status are billed to the customer's account. Items more than forty-two (42) days overdue (lost status) and billed to the customer's account cannot be claimed returned.

#Confidentiality

Any requests for registration or circulation records other than by the individual customer, or customer's guardian is referred to the Library Administration. The Jacksonville Public Library adheres to Florida Statute No. 257.261 in all aspects of confidentiality of registration and circulation records.

Customers may opt into accessing their check out history through their online library account. Only customers will have direct access to this account information. Check out history before the opt in date will not be available. Customers will be given access to twelve months of check out history. The library reserves the right to purge data regularly and as necessary. By opting to view their check out history via their online library account, customers acknowledge that JPL will not be held liable for violation of Florida Statutes Section 257.261.
