Pandemic Response Policy

The Jacksonville Public Library enjoys a unique position as a public service provider and gathering place for residents, property owners, and customers of the library.  As part of its mission, the library is open to and serves all individuals including those who are most at risk when pandemic conditions occur – the youngest, oldest and most vulnerable of the community.  The Board of Library Trustees recognizes that the Library’s unique role is unlike those served by many other City of Jacksonville facilities, and as the body authorized to establish policies related to library services (including access to facilities), and because the threat to the public health, safety and welfare of the library users associated with the COVID-19 pandemic continues to endanger these vulnerable populations, the Board of Library Trustees establishes the following health and safety policy:

(1) Every person over the age of six (6) who visits the Main Library (including the Conference Center at the Main Library) or any branch of the Jacksonville Public Library shall wear a face mask or covering (including face shields) at all times while in Library spaces.

(2) Library staff shall ensure that every individual in that establishment complies with this policy.

(3) Public safety, fire, law enforcement, and other life safety personnel are exempted from this requirement while on duty, as their personal protective equipment requirements will be governed by their respective agencies.

ADA ACCOMODATION

When a customer of the Library asserts that he or she has a disability that prevents the individual from wearing a face mask or covering (including face shields), the person in charge may exclude the individual, even if they have a disability, as they may pose a direct threat to the health and safety of employees and other customers, even if asymptomatic, and shall accommodate the disabled individual in a manner that does not fundamentally alter the operations of the business establishment nor jeopardize the health of that library’s employees and other customers, such as providing curbside service or delivery or other reasonable accommodation.

When a Library employee or other member of the City of Jacksonville staff asserts that he or she has a disability that prevents the individual from wearing a face mask or covering (including face shields), that employee shall follow the process set forth by the City of Jacksonville.

SCOPE OF POLICY

This policy shall govern all facilities operated as libraries and administered by the Board of Library Trustees of the Jacksonville Public Library.  It shall also govern the Conference Center at the Main Library.  This policy shall not govern any spaces operated by organizations other than the Board of Library Trustees, including other agencies within City of Jacksonville or non-profit organizations operating in spaces adjacent to a library branch.   

The Board of Library Trustees instructs the library director to establish procedures to facilitate the smooth operation of this policy.

This policy shall be in effect until otherwise acted upon by the Board of Library Trustees.
